1. 4(1) Every public authority shall- (a) maintain all its records duly catalogued and indexed in a manner and the form which facilities the right to information under this Act and ensure that all records that are appropriate to be computerized are, within a reasonable time and subject to availability of resources, computerized and connected through a network all over the country on different systems so that access to such records is facilitated; We are maintaining as per the ICAR system and all the records will be connected through the feasible network as desired under the RTI Act, 2005. We are making report annually, quarterly and monthly of activities of KVK its target and achievement to the host institute i.e Director ICAR Head Quarter Umiam Meghalaya and ZPD-III
2. 4(1) (b)

Every Authority shall published within one hundred and twenty days from the enactment of this Act,-

 

 

(i)  the particulars of its organization, functions and duties;-

(ii) the powers and duties of its officers and employees; These are regulated and guided by ICAR systems. Which is as per the directions of the host institute i.e., ICAR Research Complex for NEH Region as well as Zonal Project Director, Zone-III, ICAR Barapani and Action plan is discussed in SAC and decision taken afterwards and its approval.
4. dsds (iii) the procedure followed in the decision making process, including channels of supervision and accountability;

The norms adopted as a "team work" as approved by host institute and ZPD and resolution taken after discussion and approval in SAC meeting and the Programme Coordinator ,the SMS, the Programme Assistants initiates trainings e.g. FLD and OFT etc. implemented by giving feedback to the farmers and its regular supervision. Also, it includes selection of beneficiaries after PRA /RRA followed by preparation of action plan which in turn results into trainings.

5.   (iv) the norms set by it for the discharge of its functions;

Selection of beneficiaries after PRA/RRA followed by preparation of action plan which in turn result into trainings and demonstrations. Before adoption of any village survey/PRA/RRA are being done followed by planning for annual action plan which is discussed in SAC meeting before approval.

 

6.   (v) the rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions; The rules, regulations are followed as per ICAR guidelines and instructions given by the Host Institute i.e. ICAR (RC) for NEH Region as well as ZPD Zone- III ICAR Umiam Meghalaya. The records are being maintained by each SMS, Prog. Asst. under the guidance of Programme Co-ordinator and as directed by Host institute and ZPD.
7.   (vi) A statement of the categories of documents that are held by it or under its control; The documents which are held under control are monthly, quarterly, half yearly and annual reports and also other reports as desired and directed by the Host Institute and ZPD.
8.   (vii) The particulars of any agreement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof; As so far no agreement exists with the public but on the request of the farmers field activities like training or demonstration are being conducted in non-adopted villages also.
9.   (viii) a statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes or such meetings are accessible for public;

Scientific Advisory Committee (SAC) which includes all the district level officers from agri. and allied departments, Govt. of Assam farmer's representatives including women, NGO's, neighbouring banks, KVK Staffs held twice in a year during the period of March-April and Sept-Oct, chaired by the Director of the host institute and co-chaired by ZPD/representative of ZPD. The action plan of the KVK is being discussed in the meeting and modifications if necessary are being made for its final approval in Zonal Workshop
